Adopted adults may receive identifying information through the state registry on their birth parents and siblings. Birth parents and siblings may receive identifying information for the adult adoptee, if the adoptee provides a written consent through the agency that completed the adoption and the court where the adoption was finalized. The court provides confidential intermediaries for adopted adults, birth parents, birth grandparents, birth siblings, adoptive parents of a minor child, and descendants of a deceased adopted adult. If parental rights were terminated before May 28, 1945, or after September 12, 1980, and there is no parental statement of denial found, the adopted adult may receive information on their birth parents and siblings. If parental rights were terminated after May 28, 1945 and before September 12, 1980, the information will be released if the birth parents and siblings have filed a consent through the registry. If parental rights were terminated before May 28, 1945 or after September 12, 1980, and adult may receive their original birth certificate if there is no denial statement on file. If parental rights were terminated after May 28, 1945 and before September 12, 1980, the adopted adult must petition the court where the adoption was finalized. An adopted adult's adoption record is typically held in the Family Division of Circuit Court that is near the adoptive parents. The court may be able to provide the name of the agency that handled the adoption. |
