The "Mutual Consent Voluntary Adoption Registry" was established by the state of Utah in 1987. This registry is operated by the Bureau of Vital Records and Statistics. This registry is available to adult adoptees, 21 years or older and born in Utah, as well as their biological siblings, and birth parents.
