Virginia adoption records can be found by using the following instructions. Virginia allows adopted adults to obtain non-identifying information of their birth parents without a court order. Court orders are often required to have sealed adoption records opened. In most cases, you are limited by the law as to how much information you may obtain from these records. Non-identifying information is often available to those adoptees who are not adults due to the fact that they often contain medical information that the adoptive parents may need to know to properly care for the adopted child. |

Virginia Adoption Records InformationHow to Contact Virginia's Adoption Offices Virginia Dept. of Social Services Phone Number: (804) 692-1201 For non-identifying information contact: Virginia Department of Social Services in Richmond at (804) 692-1290. Adopted adults, 18 or older, may obtain non-identifying information. Identifying information is provide through a confidential intermediary system with the approval of the Commissioner of Social Services. Adopted adults, 18 or older, may use the confidential intermediary system to search for their biological parents. For those adoptions that were finalized after July 1, 1994, the biological parents and biological siblings can use the system to search for adopted adults, 21 or older, and adoptive parents of adopted adults, under the age of 18. An adoptee is required to petition the court in which the adoption was finalized. |
